Outline of Final Research Achievements |
This research analyzed the policy process, especially the policy formation process, about the Scholastic Aptitude Test and the NOKEN Test in the postwar Japanese university entrance examination which were soon abolished. The analysis revealed the process of deliberation by policy stakeholders and their responses to problems which arose during the policy implementation process of the two tests through the investigation of various sources related to the Central Education Council, the Japan Association of National Universities, the Educational Test Research Institute, the Ministry of Education, and the Civil Information and Education Section. In addition, this research provides suggestions about the factors in the policy formation process which led to the establishment of the Joint First-Stage Achievement Test for National and Public Universities as a standardized Japanese university entrance examination system by comparing the test with the Scholastic Aptitude Test and the NOKEN Test.

Academic Significance and Societal Importance of the Research Achievements |
大学入試研究で分析が不十分だった進学適性検査と能研テストの政策過程、特に政策形成過程を、未検討だった1次資料等を基に詳細に解明し、両試験が不成立となった要因や、共通試験制度として成立した共通第1次学力試験の政策形成過程とも比較して共通試験制度の成立要因まで考察できることに学術的意義がある。更に、今後、共通試験を含む大学入試制度に関する新たな制度の実施、または制度の廃止等の大規模な改革を行う際、進学適性検査や能研テストのように実施過程で失敗し教育現場に混乱を与えないよう、各アクターによるいかなる適切な準備を行うべきかという実践的な示唆を提示できる点で、社会的意義を持つ。
