報告者はフランス国立社会科学高等研究院（EHESS)の訪問研究員として、国際共同研究“Capitalisms, Technologies, Society and Health - A Euroasian project”のメンバーとして共同研究に従事した。研究成果として１）Wen-Hua Kuo and Kayo Takuma, “’Glocal’ Health Governance: Organizational Innovations in the Era of Covid-19 “（2025年刊行予定の論文集に収録予定）、2) Wenhua Kuo, Kayo Takuma, and Yves Tiberghien, "Health, Governance, and Social Innovation During the Various Covid Phases: Comparative Analysis of Developments in China, Japan, Korea, Taiwan, Singapore, and Vietnam in a Larger Setting",（同上） 3), Kayo Takuma, “Multilayered Health Governance: How to prepare for the next pandemic in an increasingly divided international society?”, Final Report to the EHESS, 4)詫摩佳代『重層化する保健ガバナンス』（明石書店、2024年刊行予定）を生み出した。
ナショナリズムと地政学的な対立は、各国政府や国際機関の対応を制約している。本研究の主な主張の一つは、地政学的な動向の影響によりグローバルな協力が難しくなる中、地域間や同志国間などのサブレベルでの協力がますます重要になってきているということだ。イデオロギーの分裂や政治的緊張が高まりを受けて、戦後のリベラルな国際秩序の基盤をなしてきた多国間主義（マルチラテラリズム）は変容を余儀なくされていおり、共通の価値観を共有する人々の間で、より小さな単位で特定の問題に取り組む動き（ミニラテラリズム）が近年盛んだ。ただし、ミニラテラリズムではグローバルイシューとしての感染症の問題を解決するのは限界がある。本研究ではイノベーションという観点から、サブレベルの取り組みとグローバルな取り組みをいかに連携させるかということを検討している。
