Research Abstract

インドネシアにおける民主化・地方分権化、その後の経済成長がジャワ農村にもたらした変化を明らかにし、19世紀以来のジャワ農村の変化のなかで位置づけた。本研究は、1904年の悉皆調査データが存在するチョマル地域で、1990年に本研究代表者らが500世帯の農家経済調査を実施したが、今回、2012年に1000世帯の農家経済調査を実施し比較研究した。
今日のジャワ島農村では、農村内の土地なし世帯が急増している。1904年に32%、1990年に54%であった土地なし世帯の比率が、今日80%にまで増加している。この変化は、世帯構成員の減少による世帯数の増加、および農村内非農業部門経済活動と出稼ぎの増加がもたらした。1990年から2012年までの人口成長率は、1904年から1990年までの人口成長率を下回ったが、土地なし世帯の伸びは一層多かった。
19世紀からの同地域の経済発展の中、19世紀に森林減少が激しく、のち多分に住民に敵対的な国有林増加による森林保護が進んだ。他方、19世紀終わりから20世紀初めに灌漑路排水路が整備されたが、企業の利益が優先され住民の利益はないがしろにされた｡
今日の民主化・地方分権化は、19世紀以来続いたサトウキビの栽培強制を終了させ、土地利用を自由化した。今日、住民の創意工夫やネットワークが生かされた農村の新たなビジネスが生まれている。土地利用が自由化された水田では、レンガ造りが展開し、また、赤玉ねぎなどの商品作物の集約的経営が進んでいる。住民は私有地に植林し、森林化が進んでいる。また、ある半ズボン製造・販売業者は、販路をインドネシア中に広げている。さらに、ジャカルタなどにおける移動や出稼ぎも一層増加しているが、生活あるいは資産拠点を村に置いたうえでの都市における活動の活発化は、過疎化をもたらすことがなく農村経済はインドネシア経済の発展と一定歩調を合わせている。
