| Research Abstract |
In Sri Lanka, a quarter-century prolonged internal conflict beginning in 1983 derailed potential development of the country. Now, Sri Lanka has achieved peace and political stability which are prerequisites for sustainable economic and social development. To achieve the potential development and to further accelerate the developmental process, there is a strong need, particularly in a post-war context, to formulate policies for sustainable development, ethnic reconciliation, lasting peace, and democratic governance at all levels—local, provincial and central. Having critically analysed the benefits of the Japanese local government system and the limitations and strengths of the current Sri Lankan systems, this study proposes merging PSs and DSs to create one local administrative unit that is close to local citizens. The merged unit may be called a Divisional Administrative Unit (DAU) or any other suitable name, and its geographic scope can be the same as that of the current corresponding DS. We believe that our proposed local administrative unit plays a vital role in empowering and improving the livelihood of local citizens of Sri Lanka.
