モバイル通信技術と社会の関係について当初の計画で予期していたのとはかなり異なった展開が明らかになってきた。計画時点では国（日本、中国等）がそれぞれ異なった技術標準によって自国市場を他国の競争相手から区別して囲い込み、各国の技術がそれぞれ独自性をもって発展していく状況を予期していた。実際、中国が第3世代と第4世代の技術標準において独自の規格を打ち出し、他国の競争相手から国内市場を保護する動きを見せた。
ところが、IC技術の急速な発展により、一つのモバイル機器（携帯電話）で同時に４つ5つの技術標準に対応することが容易にできるようになった。技術標準が各国の市場を隔離する障壁として機能しなくなるとともに、各国の市場や技術の同質化が進んでいる。平成26年度には技術標準の意味の変化について"Diminishing Returns to High-Tech Standards Wars: China’s Strategies in Mobile Communications Technology" National Bureau of Asian Research Working Paper, August 2014という論文にまとめた。
技術の同質化のなかでモバイル機器生産への参入障壁がきわめて低くなった。その状況は中国において特に顕著に現れており、"The "make or buy" decision and supply-chain governance," in Mariko Watanabe ed. The Disintegration of Production: Firm Strategy and Industrial Development in China, Cheltenham: Edward Elgar, 2014という論文のなかで論じた。
