Research Abstract	One of the biggest problems in the peasant communities of Tsarist Russia and Soviet Union after the 1917 revolution was a very high syphilis infection rate. It was approximately 40 %. The rampant Spain Flu broke out at the same time with the fatal famine and the dramatic decrease of population occurred during the War Communism immediately after the 1917 revolution. In addition, livestock insurance was introduced for the protection of peasant economy, but it did not function adequately. Livestock sector became a stumbling block in the development of Soviet agriculture. Moreover, a lot of fires took place in rural areas of the Soviet Union as in imperial Russia, and it outweigh far the number of fires in imperial Russia. The main cause was also arson, including blunders and unknown, that percentage is about 80%. The situation has not changed during the Collectivization in the 1930s.
