Abolition of school fee in prussian public elementary was provided by the constitution of 1850. But the enforcement of that articul needed about 40 years. Of course there was a difficulties of making sure of an alternative revenue source, but there was involved an essential problems of educational history. For prussian elementary teacher the abolition of school fee and salary from public funds related to their professional independence, social recognition, and making condition to devote their profession. In addition, substantial increase of pupils, strengthening of public control to school and teacher were produced by the bolition. And nature of funds related to nature of public education. I have researched these problems by pursuing discussions in the national assembly.
