Research Abstract |
Japan's National Health Insurance (NHI) system operated at the prefectural level. A minimum healthcare cost of one yen to be eligible for the Cost Sharing Program for Fiscal Stability of the NHI System was simulated in order to quantitatively demonstrate itseffect. The disparity of the insurance premium/tax obligation among insured individuals owing to the shift in fiscal management from local municipality to prefecture increases further in some prefectures.
