Research Abstract

自立支援協議会において、障害者は当事者の視点という代替不可能な資源をもつものの、リーダーシップ、代表者としての発言といった参加の条件を満たさないことが多い。支援者は関係者への根回しや調整といった能力で参加を促そうとするが、組織の代表として迅速な結果を得るという目的を優先せざるを得ず、参加に向けた支援を当事者活動や組織に期待する。参加を通して発言権や決定権を増やすためには、代表としての協議への参加、代表選出のプロセスの明確化、参加機会の複数確保(例:プロジェクト、公聴会)、参加の準備(例:協議前の合意形成、発言や議論の練習)、協議内容の共有などがある。政策指針として当事者活動を活発化させると、本来の当事者性が奪われるという逆説的な課題がうまれることに注意が必要である。, clarification of choosing process of representative, opportunities other thn meetings(eg:projects, public hearing), supports for preparation(eg:consensus building before meeting, training for deliberation, easy read materials) ,sharing the contents of meeting.
