Research Abstract	This project performed inspections of locations in foreign countries. In this study, I grasped knowledge about the limit and responsibility for the right of the owner who holds the public goods. And I acquired the support policies and contents for the industries in conjunction with the public goods. And furthermore, I was able to get the knowledge about the relations between public goods protection and the industrial development. On the other hand, the several issues arise because some private enterprises handle public goods. And they discuss its transition from the private enterprise to the public works. The fortune having public value is intervened in by the administration, and it extended to the limitations of personal proprietary rights. It is clearly stated that that purpose is national interest for the future. The system is flexibly operated so that they do not store the fortune as the legacy of the past, but its current worth is provided.
