Outline of Annual Research Achievements |
The activities conducted in the first year of the research were as follows: Development of Indicators: Given the Post-COVID-19 context, a preparatory period was allocated for the systematic review of indicators for International Health Regulations (IHR) core capacities in regions of Africa at high risk for emerging and re-emerging infectious diseases. International Collaboration and Workshop Organization: Workshops aimed at enhancing research capacity were held in conjunction with key personnel from major infectious disease laboratories in Kenya, Ghana, the Democratic Republic of the Congo, and Zambia, under the annual meeting of the Tropical Medicine Society. These workshops evaluated the research and surveillance capabilities of the IHR core capacities in these countries. Collaboration with WHO: Meetings with representatives from the World Health Organization (WHO) were conducted to review the current WHO IHR strategies and Dynamic Preparedness Metric (DPM). These activities aimed to review the surveillance and response capabilities for infectious diseases in Africa and serve as critical background information for the research. Based on these insights, the drafting of the research paper is currently underway.

2: Research has progressed on the whole more than it was originally planned.
Reason
The first year's preparation period is progressing almost as planned. However, there is a delay in the progress of the qualitative study on surveillance sensitivity in Kenya due to the limited availability of a research collaborator in charge.

Strategy for Future Research Activity |
In the second year, the following activities will be carried out to lead to results in the third year: Continue analysis and move towards publication on the existing key assessment indicators related to IHR core capacities, research capacity in Africa, and resource disparities. Consider alternatives for external hindering factors affecting the qualitative study on metadata. These alternatives may include collaboration with Kenya based Japanese researchers (additional co-researchers) and/or the use of secondary data. Collaborate with WHO resource persons and monitor the progress of the DPM group under the IHR core capacities as the study advances.

Causes of Carryover |
Since the planned expenses for travel were not executed for the first year, they will be used in the following fiscal year. A couple of travels for relevant meetings, information and data collection are planned in the 2nd year, targeted in August, September 2024 and Feburary 2025 (meetings and medical training program concerning sureillance and public health etc) with relevant Japanese and Kenyan institutions and WHO.
