Outline of Annual Research Achievements

The purpose of this research project was to make two contributions. First, empirically, cataloguing the universe of new economic security initiatives in the Indo-Pacific region and putting them in comparative perspective. Second, theoretically, conceptualizing ‘economic security’, and investigating the mechanisms through and conditions under which states can successfully conduct market interventions in order to enhance it. The research plan envisaged a series of papers, the first of which would sketch a theoretical and conceptual framework to frame the project, and then a series of empirical papers which comparatively investigate how a variety of economic security policies are being implemented in different Indo Pacific countries.

Research, writing, and solicitation of feedback at conferences was completed for the first two papers (one primarily conceptual, the other primarily empirical) in the fiscal year. A database of economic security policies and economic security cooperative agreements was built to provide an empirical foundation for the conceptual and theoretical work in Paper One. Fieldwork and related data collection were completed for Paper Two. Data collection and fieldwork planning were commenced for the next empirical papers.

In addition to progress on the main papers, several adjacent research outputs have been completed which speak to the central themes of the research project and which have informed the direction of the research on the main papers.

Reason

Research and preliminary drafting for the first two papers in the project was completed ahead of schedule, allowing for the solicitation of helpful feedback from the major annual international conference in our field on both manuscripts. It is expected that both should be submitted soon, in line with our research timeline. Research for the two papers complemented adjacent research projects which have been published or are forthcoming. Data collection and fieldwork planning have been commenced for the next empirical papers, and it is expected that they too will be prepared in time for the next major annual international conference in our field.

Strategy for Future Research Activity

Additional projects: Co-editing a special issue of a peer-reviewed journal on the role of firms in the implementation of economic security, and hosting a corresponding international workshop at our department at the University of Tokyo in June 2024. The special issue will include articles by leading international scholars that explore the role of firms in the implementation of economic security policies in numerous countries around the world. I will author the introduction to the special issue, building on research conducted as part of this research project.

Causes of Carryover

The grant will be used to fund travel for conferences and fieldwork.
