In FY2015, I did extensive experience and opinion survey for finding and giving a structure to a microfinance institution in Japan that can initially be modelled upon the 'Grameen Bank' of Bangladesh. The findings of the surveys indicate that to be effective in the Japanese Financial System (Japanese FS) a Japanese microfinance institution should be framed by giving emphasis on an optimal size, ownership structure, method of capitalization, mode of lending, areas of financing, rate of interest, monitoring and repayment mechanism for the borrowers and so on. On capitalization part, an interesting idea has emerged on initial source of funding of the institution. Reportedly, different banks in Japan have accumulated a vast amount of unclaimed fund over a period of time. A legal mechanism may be developed to provide initial financing of a microfinance institution in Japan from that fund. Private participation may also be assessed. While developing the idea of a microfinance institution, the proposal did not foresee the quantitative easing by the Bank of Japan. This is bound to have an impact on the proposed microfinance institutions.
During FY2015, I got a good number of articles published in research journals and I also visited Bangladesh, India and England for field study and seminar presentations. My presence, preparation and presentation of the conference paper have contributed to the success of the conference and made me well versed on the functioning in the economic, trade and financial issues of Japan.
