This study aims to clarify ways of cultivating the art of asking questions of leaders through reflective practice. The study focused on the concept of action learning and conducted action research from the perspective of adult education. Results revealed that the following three aspects are essential when considering ways of cultivating the skills: (1) The program design of the learning process of reflection of practices; (2) the questioning skill of the leaders to help in the growth of subordinates is the ability to create a space for learning for the subordinates; and (3) ensuring that the leaders themselves also have the space for learning for reflection of practices for the training of subordinates. In addition, based on the results of this study, a training model for nurturing leaders who promote diversity and success of women in the workplace has been put in place and already successfully implemented in the National Women’s Education Center and local public organizations.
