In avians and mammals, muscles related to tongue and limbs develop through a specialized developmental mechanism. In medaka, teleost fish, these muscles were adjacent, developed by using the developmental machinery, and had the same developmental source. In lamprey, the muscle homologous to the tongue muscle in amniotes represented the similar developmental mechanism. Thus, tongue muscle appears to have co-opted to evolve the pectoral fin muscle.
