学力を段階評価するためのテスト理論を整備した。また、提案した理論を適用して、センター試験「英語」テストの分析を行った。分析後、英語教育の研究者と共同して、能力記述文（Can-Do Statement)を作成し、センター試験「英語」が測定している内容を明らかにした。
