Research Abstract |
In FY2013, we made research achievements in the following three aspects: 1. For fulfilling the country case studies to examine current policies and institutions of green investment in the three countries, we conducted stocktaking of the existing green economy policies by policy review for Japan, Korea and China focusing on national green growth and economy strategies and policies for the promotion of renewable energy. 2. For the development of the analytical framework, we examined different models for green investment assessment, including multi-region input-output (MRIO) model, computable general equilibrium (CGE) model and T21 (system dynamics model). Based on the methodology review, we established the analytical framework, which builds upon a multi-region input-output model, the classification and mapping of environmental goods and services sectors (EGSS), and disaggregation of relevant sectors into conventional sectors and green sectors in the MRIO. This framework can help integrate EGSS and green sectors into the existing IO model and assess the impacts of green investment on international trade, national economy, the environment and employment. 3. For fulfilling modelling assessment, we collected relevant data on renewable energy for Japan and China. For Japan, data collection is based on statistics and literature review. For China, we conducted firm-level field survey for solar PV and wind sectors. This laid a good foundation for the quantitative assessment by using the analytical framework mentioned above as Achievement 2.

1: Research has progressed more than it was originally planned.
Reason
The original Research Plan for FY2013 outlined the research work/activities in two aspects: i) conduct country case studies, and ii) conduct impact assessment. Concrete targets include i) development of analytical framework; ii) conduct policy review on green investment in three countries; iii) conduct methodology review and establish the multi-region input-output model and social accounting matrix. Against these targets set for FY2013, we made achievement on: i) established the analytical framework (see Achievement 2); ii) conducted policy review on green investment in three countries and drafted review reports (see Achievement 1); and iii) conducted methodology review, developed the methodology for mapping EGSS with national IO, and established MRIO for Japan, Korea, China and the rest of the world (see Achievement 2). Therefore, we achieved all the targets set for FY2013. In addition, we collected relevant data on renewable energy for Japan based on statistics and literature review and conducted firm-level field survey for solar PV and wind sectors in China. This achievement is part of the work that is originally planned for FY2015.

Strategy for Future Research Activity |
In FY2014, we will complete the country case studies and complete the impact assessment of green investment in three countries, Japan, Korea and China. Specific research work and activities include: i) classifying environmental goods and services sector (EGSS) and mapping EGSS with IO sectors; ii) disaggregating MRIO to cover both conventional sectors and EGSS; iii) extending MRIO to include emissions, wastes and employment accounts; iv) conducting data collection on the international trade of EGSS and firm-level field survey of solar PV and wind power in Korea; v) conducting impact assessment of green investment on economic growth, environmental improvement, job creation and international trade; and vi) Publishing the research results (1 peer-reviewed journal article) and presenting at two international conferences. In 2015, we will complete the comparative study and the research report and disseminate the research results. Specific research work and activities include: i) completing the comparative study; ii) writing up the final research report and publishing as IGES publication; iii) publishing the research results (2 peer-reviewed journal article), one policy brief of IGES and presenting at two international conferences.
