Outline of Final Research Achievements

The present research aims at re-examining universal international organizations and their activities from the viewpoint of formation and regulation of public authority in international society.
With the background of international society changing into international community as exemplified by such movements as mainstreaming human rights and universalization of democracy, universal international organizations such as the United Nations and other similar organizations have increasingly been considered to be public authorities exercising public powers and developing public interests in various fields.
As these organizations frequently operate in the same manner as domestic governing bodies in terms of their influence on private persons and companies, they are increasingly demanded to satisfy the same requirements for legitimacy, such as human rights law, transparency and accountability that the latter are subject to.
