Outline of Final Research Achievements |
This study shows the social change of Khalkha Mongolia (Outer Mongolia) based on analyzing about its economic policy in the beginning of 20th century. In December 1911, when the Bogd Khan government was formed in Khalkha Mongolia following the collapse of the Qing Dynasty, a Ministry of Finance was established. The ministry oversaw commerce, taxation and land in Mongolia and proposed various policies to establish the government’s financial foundations. In particular, it focused on land cultivated by foreigners and taxation of that land, given that Chinese and Russian merchants had been coming to Khalkha Mongolia and settling there. In terms of the land system in the 1910s, the Mongolian government had inherited the old customs of the Qing Dynasty but was at the same time seeking a new direction.
