Outline of Final Research Achievements |
As a means to reduce the high infant mortality rates seen in the 19th Century, the home child care system in France has gradually been developed to the point where it now includes systems for supervising and providing qualifications to childcare workers such as nannies, baby-sitters, and certified childminders. However, although legislation was introduced in 1977 to recognise the category ‘certified childminder (assistante maternelle agreee)’ and further legislation has been created to protect and nurture certified childminders as part of the labour force, there remain many problems regarding their working conditions. Specifically, (1)wage increases, (2)long working hours, (3)ease of obtaining paid leave, (4)stability of employment, and (5)improvement of social security benefits are issues that need to be addressed on a societal level in order to provide a comprehensive, stable childcare environment where certified childminders can exist as a wage-earning member of the labour force.
