Outline of Final Research Achievements |
The No Child Left Behind (NCLB) Act, which intends to ensure that all children reach challenging state academic achievement standards and to close academic gaps between students of different race and class, was established in early 2002. Many persons are likely to pay attention to the law's provisions for academic achievement only. However, the law attaches importance to teacher competency to improve academic achievement, and requires all teachers within the State be highly qualified no later than the end of the 2005 - 2006 school year. This study investigates the situation and some problems regarding highly qualified teachers in the NCLB in the School District of Philadelphia from the viewpoint of elevating of teacher competency.
