Research Abstract |
The research activities up to date can be summarized as follows. 1. Field survey: the Principal Investigator (PI hereafter) conducted field survey between July 31 and August 21, 2013. The survey took place in the Heihe River basin, northwestern China. Especially, the survey was mainly carried out in the Zhangye City, - one of the target regions for pilot reforms in water resources management in China -, to understand both policy changes at the national level and implementation at the local level. 2. Data collection: data were collected during the field survey as well as through collaborations among project members. PI and other project members have been working on the construction of Water-integrated Social Accounting Matrix (WSAM) and Computable General Equilibrium modelling which are the key for this research as well. The PI exchanged ideas and confirmed the data collection progress with the Chinese counterpart during the 2013 survey. Currently, except for the survey data which require further calibration, all essential data have been organized in the format for econometric analysis 3. Preliminary analysis: since data collection took longer time than the original plan, the PI and other members have been conducting analysis recently. The analytical results will be summarized in articles and submitted to academic journals for publications in due course.

2: Research has progressed on the whole more than it was originally planned.
Reason
The project has accomplished most of its goals set out for AY2013, especially with regards to the data collection. Not only the national-level data have been collected from various statistical documents, but also the household survey data at the local level have been obtained and organized in the format available for econometric analysis. In addition, in AY2013, the project members have been actively presented the preliminary research results in international conference and symposium to exchange the ideas with experts all over the world. However, since data collection took longer time than the original plan and the quality of survey data at the local level is not good, the PI and other members have just started to conduct data analysis recently. The analytical results will be summarized in articles and submitted to academic journals for publications in due course.

Strategy for Future Research Activity |
Additional field survey will be conducted in August 2014 to collect updated information, and in AY 2014, the main focus of PI and other members will be on paper writing. At this moment, data analysis is underway, and three joint papers are under consideration.

Expenditure Plans for the Next FY Research Funding |
In AY2013, the PI received additional financial support from the UNP (University of Niigata Prefecture) Grants for Education and Research Activities, therefore, the PI was able to conduct survey using other research funds. An additional survey in August 2014 has been planned, which will allow the project members to access to updated information and monitor survey underway. In addition, the quality of data collected from household survey is not good, so one research assistant (a Chinese graduate student) has been helping PI clean up the raw data. So the payment to research assistant and proofreading expenses for articles will be incurred in the AY2014 budget.
