Outline of Final Research Achievements

This research analyzes the legal nature of the United Nations Security Council's authorizations to use "all necessary measures". It considers three interpretive issues arising from implementation of authorizations by the member states. Based on this consideration, it then attempts to solve the theoretical problem of whether the system of authorizations is similar in nature to the right of self-defense through which individual states realize public interests individually, or to a public sanction which pursues public interests collectively.
