I proposed "Ensurance Necessary Conditions System", in which we demonstrated the necessary conditions for Covert Investigations at the Enforcement Time, in reference to English Legal System, especially RIPA system. The system proposed has supremacy over the previous system in that we could establish conditions prior to enforcement.
