Outline of Final Research Achievements

This study successfully specified the condition under which political leaders at the central level delivered the decentralisation reform in Japan. Confronted with political instability caused by the twist National Diet and other institutional factors, central political leaders, both LDP and DPJ, would pursue decentralisation to satisfy local political actors who demand tranfers oflegal and fiscal resources.
