Outline of Final Research Achievements |
This study aimed to examine the consequences of introducing a quasi-market into the long-term care services for the elderly to pursue efficiency in public services. Specifically,the differences in performance between non-profit and for-profit providers(mission maximization vs. profit maximization)of group-home services in the long-term care services were analyzed using managerial data of group-home services. The results indicated that the service qualities related to care workers of non-profit providers were higher than those of for-profit providers. In addition, for-profit providers were found to engage more in cream skimming compared with non-profit providers.

Academic Significance and Societal Importance of the Research Achievements |
準市場における営利・非営利事業者の行動比較の研究は欧米では様々な集積があるが、日本の介護保険制度を対象にした研究は多くない。本研究は、その嚆矢として、国内の介護保険事業所(グループホーム)の経営データを用いた実証分析を行った点で意義があると考える。介護保険制度に関しては、様々な課題が指摘されているが、市場化に内在する事業者の行動を分析し、公共サービスの市場化に伴う課題の一端を明らかにした点でも意義があると考える。
