In order to get a better understanding of tourist behavior under the occurrence of natural disaster, this study used the Great East Japan Earthquake as a case study and analyzed international tourists’ response after the earthquake. A web-based questionnaire survey was conducted in South Korea, China, and US. By using the survey data, different aspects of tourist behavior have been analyzed, including tourist’s risk awareness and safety measures they take before crisis, their evacuation decisions, and information search behavior during crisis, and their behavior response, recovery time, and destination image after the crisis. Based on the understanding of tourist behavior, some implications have been derived for the tourism crisis management. Concretely speaking, the understanding of tourist behavior before crisis provided useful information on risk communication and prevention measures. Through the understanding of tourist behavior during crisis, tourism destination can build more effective evacuation system for tourist, and provide information to them in a better way. The analysis of tourist behavior after crisis provided implication for post disaster marketing and promotion strategy.
