| Research Abstract |
The aim of this study is to clarify the conditions of enactment and contents of educational ordinances and regulations in municipalities. Firstly, we classified about 1200 ordinances and regulations we could collect into the following several parts of educational administration and examined them in quantitative analysis ;
(1) Board of education (2) educational institution (3) educational facilities, school management (4)curriculum, textbooks (5)educational finance and conditions
Secondly, after the above examination, we attempted to investigate the contents and function of ordinances and regulations in the next parts;
(1) meeting, hearing, petition (board of education) (2) educational council (3) school management regulations (4) school districts (5) municipal grant-in-aid for education
