Research Abstract |
1. The Japanese members of our team investigated the regional economy in the Changjiang middle reaches area, which has wide agricultural lands and an enormous population. The reform of Chinese economic systems started in the coastal zone, therefore foreign researchers have investigated mainly the coastal economy in China. But on the other hand, we have been researching the Hubei Province in which the economic reforms have not much advanced. At the same time we have made a supplemental research on the enterprises and local governments in the Jiangsu Province and Guangdong Province where the economic reforms have more advanced. Through these investigations we have found the following. First the economic reforms have helped the Chinese domestic market start to develop. Second the local governments still have decisive roles in economic systems, and the economic units (enterprises, collective farmers economies and so on) can not yet independently operate themselves according to the market mechanism. Third the market mechanism in China has not developed enough to successfully operate because of the lack of basic materials and infrastructures, political inspection systems, etc.. 2. The Chinese researchers have found that in Japan not only market mechanism but also national and local governments' economic policy and planning are taking far more important roles in national and regional economy than they had expected. They investigated the industrial policies of the Ministry of International Trade and Industry and local governments, the wholesale systems for distribution, and the agricultural cooperative associations, collective and cooperative systems for small farmers. 3.
