1 FROM THE PERSPECTIVE OF URBAN PLANNING, TRANSITION FROM THE TWENTIETH CENTURY TO THE TWENTY-FIRST CENTURY WILL NECESSITATE A TRANSFORMATION TO A NEW URBAN PLANNING SYSTEM. THE PROBLEM OF URBAN PLANNING IN JAPAN TODAY LIES IN THE FACT THAT THERE HAS BEEN NO SUCCESS IN FORMULATING A NEW DESIGN TO CORRESPOND TO SUCH CHANGES. 2 ALMOST ALL DEVELOPED COUNTRIES ARE IN SAME SITUATIONS. IN SUCH SITUATIONS SOME NEW URBAN PLANNING TECHNIQUES ARE DEVELOPING. FOR EXAMPLES: (1) ENGLAND --- URBAN DEVELOPMENT CORPORATION, UNITARY DEVELOPMENT PLAN SIMPLIFIED PLANNING ZONE, ENTERPRISE ZONE (2) WEST GERMANY--- BAUBUCH (1987) 34 - 3 (3) FRANCE -- ZAC (4) USA --- INCENTIVE ZONING, INCLUSIONARY ZONING (5) JAPAN --- REDEVELOPMENT DISTRICT PLAN THOSE NEW URBAN PLANNING TECHNIQUES HAVE SOME SAME CONTENTS. THEY ARE ALL NEGOTIATED-BASED URBAN PLANNING. 3 I REVIEWED AND EVALUATED DEVELOPMENT NEGOTIATION PROCEDURE OF YOKOHAMA CITY AS A PROTOTYPE OF NEGOTIATED-BASED URBAN PLANNING OR URBAN DESIGN CONTROL SYSTEM. I IDENTIFIED THE PURPOSE OF DEVELOPMENT NEGOTIATION PROCEDURE REVIEWING HISTORICAL EVOLUTION OF THE SYSTEM AND ANALYZED THE ACTUAL NEGOTIATION PROCESS THROUGH THE INQUIRY TO THE LOCAL GOVERNMENT OFFICERS, AND EVALUATED THE IMPLICATION OF SYSTEM AS AN AREA MANAGEMENT PLANNING PROCESS.
