Research Abstract |
Rural planning has been necessary since the middle of 1960s'. Municipal comprehensive plans has been made and land use controls and each project has been implemented enthusiatically. As the result rural areas has been improved surprisingly. However there are many problems in respet of establishment of land use order, consitency with another projects and implementation of each projects. A maior cause of these problems is supposed to be arising from the interaction of municipal comprehensive plan, municipal implementation program, district comprehensive plan and district implementation program, the author investigated the actual conditions of comprehensive plans and implementation plans of 44 municipalities in Kyoto prefcture. ministrative village in Kyoto prefecture were investigated. An model of Meiji administrative village is the following. (1) There are a primary school, a branch office of agricultural cooperatives, seven or eight agricultural settlements, an association of neighborhoods in Meiji administrative village. (2) This model cannot be seen in Kyoto city, Uji city, Jyoyo city, Muko city, Nagaokakyou city. (3) Land consolidation projects are implemented about 60 or 70 percent at the area of Tango, the area of Chutan and the area of Kyoto-chubu. (4) There are many projects such as natinal and prefectural highway improvement, rail way improvement, river improvement, farm land consolidation, new town development projects and industrial estate development projects, therefore each municipality has much troubles with purchase of land and coordinating of each project. (5) There are few municipalities to make a district comprehensive plan, but they think that it is necessary to make a district comprehensive plan by inhabitnts.
