Research Abstract |
1. The purpose of this paper I consider multifariousm functions of agriculture as important resources to secure urban environment. From this point of view, what I wish to show in this paper are the way to make them work on regional planning and the problems which are anticipated when them work on the legal systems. 2. A summary of the research The first point to be clarified is the new position of agriculture in current society. For the purpose, I clarified the usual position of it and the discussions on it and and arranged the problems of the planning systems. Then I considered the functions of the current systems in both urban and agricultural district and clarified the problems of them with the new position of agriculture. Furthermore, I considered the regulations and rules, which are developed elabolately by each rural goverments to make up the systems of the central government and clarified the reasons why they are needed and the functions of them. Finally, on these considerations, I have come to the conclusion that the necessary things for the planning systems which utilize the multifarious functions of agriculture are to accumulate the highly individualized aotonomous management of regional resources and to adopt autonomy of the community into them.
