The purposes of this research project were to search 1 appropriate price levels and price structures of the world wide computer networks, 2 proper telecommunication and info-communication policies. At the start point of this research, only a few persons knew world wide computer networks in Japan. But now, one of such networks is known as "Internet" to the public. Therefore, We had to change the way of research on price levels and structures of Internet. We researched them empirically but not theoretically nor imagenably. In conclusion, we researched following three opics.
1 Empirical Research on the Present Price System of Internet :
Only seven providers offered the Internet access service to the public in Japan in October, 1994 when "Internet" started to be known. According to the recent data, more than two hundred providers are in March, 1996. The more the providers are, the less the prices of Internet access service are. During only one and half years, a certain provider cut its price level by more than 80%. We also found that a variety of price structure exist. For example, variable price on volume, fix fee, flat rate, two part tariff and so on. The price structure seem to converge to two part tariff.
2 Theoretical Reviews on Public Utility Pricing :
We regard the Internet access pricing as public utility pricing, and review theoretically the price structures from the viewpoint of public Utility Economics. We found that price cap regulation on dominant providers may be valid and proper.
3 Policy Implications on Info-communication in Japan :
Most effective policy method should be drastic deregulation on info-communication industry in order to make the public access and use Internet easily.
