Ten artistic and cultural performances held by 38 local governments were broken down into 25 separate items (e. g. features, content, etc.) and analyzed through statistical methods. Through this analysis, valuable quantitative data on cultural activities in Japan was obtained.

a. Research on Resident Awareness on Cultural Activities in Nagahama
Nagahama has a unique policy to vitalize regional areas through the Kurokabe corporation. Our research analyzed the awareness of residents on cultural activities in Nagahama.
b. Case Studies of Cultural Activities
We visited and studied some regional areas where local governments had their own cultural policies and facilities.
c. Analysis of Cultural Guidelines
The cultural guidelines of 11 prefectures were analyzed.
We measured the effects of cultural activities on education, economics, and local communities through each of the above studies. The ideas and philosophies of each local governmants on cultural policies were revealed and some issues were discussed. We also were able to formulate a model of culture policy, and discussed the basic future direction of local cultural policies.
