The purpose of the study is to make clear the characteristics of school reform perspectives on system and management by analysing the effect of principal leadership and school organizational structure.

First, I made a conceptual framework. Second, I visited the Board of Education to collect policy documents and have interviews. Third, I made a case study of a government senior high school. I collected material and had interviews to the principal and teachers. Further I made a questionnaire survey of all teachers and half of students.
