Research Abstract |
This Research investigate the possibility of the new local development on Kitami City in Hokkaido, Seto City in Aichi Prefecture and Ginowan City in Okinawa Prefecture. These cities are under the direct influences of globalization and neo-liberal policies by Government. They are going to try to challenge the difficult task that completely change their way of local development which has been depended on the public investments by Center Government to aim only the economic growth. According to our analysis and view, in Kitami City, Cluster movements of industry aim to get out of dependence on the public investments by Center Governments and to build up the autonomous regional industry. But in the future it is a important question of Kitami City whether the neo-liberal policies of Mayor Kanda can succeed in either regulating many different inhabitant's interests, or not. In Seto City, there is a great demand not for local development depended on the big projects by Center Government, but for political self reform to be able to cooperate with many movements and interests of inhabitants, after main ground of Aichi International Exposition has remoxred from Seto to Nagakute. In contrast with these Cities, Ginowan City aim to intentionally get out of subordination to economical merits brought by American military camp, Airport of Futenma. But ironically Ginowan City is in a dilemma between the autonomous local development and fiscal dependence for the purpose of it.
