Research Abstract |
1) We collected research materials, investigated the facts, and had research meetings throughout the research term. A part of the result is represented not only In this report but also in our lectures and presentations on occasions 2) It is almost impossible for the investigators to reach an perfect accord with each other, but our common view is the following. The lawsuit so-called substitute signature of the Governor of the Okinawa prefecture over U.S.Bases land use (from now on "substitute signature suit') In 1995, became a nationwide issue. As we see in the political opinion of independence of Okinawa during the lawsuit, the background of the substitute signature suit Is wide and deep. The significance and the limit of the Constitution of Japan, world trend for regional independence, historical movement of political ideas on ethnic identity, show the width and depth. The substitute signature suit has to be reseached from those atached points, because we cannot analyze and solve the "Okinawa issue" The substitute signature suit has ended in the Supreme court decision, and the "Okinawa issue" looks as if disappeared from the political main stage. Also the peak of the civil movement in Okinawa has passed. But U.S.Base issue, especially the issue of the reduction of bases with the SACO agreement, is still now-going main subject in Okinawa. We should say the "U.S.Base issue" Is the biggest factor to regulate Okinawa society, and as far as the U.S.Bases exist in Okinawa, the issue is past-going and future-going subject. The substitute signature suit showed us the questions of "What is Okinawa ? ", "What is the Okinawa issue ? " and "What kind of questions Okinawans asked to the people of Japan ? ". Those questions should be analyzed repeatedly. 3) This research has not finished by this report. We are planning to keep researching the issue as one of our life work.
