How about the fund raising activities of each politicians? We investigated three hundred and eighty four representatives who ran from the districts in 1996 general elections (including eighty-four members lost in districts and "revived" in proportional representation). As a rule each politician is able to set up following three kinds of political group :
(1) Fund raising groups which politicians can set up only one for each. Companies cannot make donations for more than live thousand yen a year for a fund raising group by law.
(2) Local party branches whose presidents are the concerned politicians.
(3) Other political groups called as personal election committees. Companies cannot donate them.
By specifying each kind of groups, summing up their financial statements, and offsetting the donations among them (because they are counted as income twice), we have calculated the substantial amount of each politician's revenues-and expenses.
The average income of LDP representatives was a hundred thirty-one million seven hundred and twenty thousand yen, while that of NFP was one hundred and eight million yen and that of DPJ was forty million twelve hundred yen. In LDP fund raising groups were the core organization collecting fifty-seven percent of their revenue ; in contrast, NEP whose central organization was district party branches.
