Research Abstract |
The right of access to personal social services records is not protected sufficiently in Japan. Why? First, the legal system doesn't work in this area-there is no parliamentary statute which covers social services records proper. Second, the data holders - Local Authoritie's social services professionals- do not practice ‘Users Participation and Open Information.' This study describes the English Legal System and practices of access to personal social services records- Access to Personal Files Act, 1987: Data Protection (Subject Access Modification)(Health) order 1987:Access to Personal Files(social Services) Regulation's 1989,SI 1989.No 206.
