Research Abstract |
I studied about New Zealand constitutional law and the state reform especially University reform in New Zealand on the fond of Monbukagakusho scholarships for 3 school years from 2000 until 2002. I published the paper about this study in our University bulletin in September 2002 I found it as a result of this study. that New Zealand University reform was failure by reason that it can not find any support in NZ University staffs. Why they did not support this reform, this reform requests them earning money and profits from their research and students paying fee of NZ$ 10,000 every year. It is very difficult for them to do it. NZ University was not for profit. Students were not needed to pay fee until 1992. Prof. Levine said that it might be illegal against international law of UNESCO. The UNESCO wants every country not to want University fee from students in 1998 Very small numbers of University staffs, especially Law school members who are practitioner lawyers support this reform. They have law firms and can earn private profits very well as Law Professors. But for Lawyer and Medical Doctor almost of all professors can not earn easily through their research. The geology, math and ecology can not make money. So these subjects are dying out in NZ University now. The reform was not reform but the destroyer of NZ University. It was the conclusion of this study I will publish the fruits of this study in this school year and continue to study this subject more in the other aspects. The next subject is the study of the effects of this University reform on the NZ education totally
