Environmental Basic Plan has had Environmental Education (EE)'s concept by being incorporated into Basic Environment Law. EE had been thought just only in school, but now came to be regarded as the one of the key policy techniques, that is, a part of Environmental Governance. Research of EE as Environmental Governance, however, was hardly done in Japan, because its history is still short and the object were studied individually. Therefore, in this research, we took EE's actor not only school but also company, NGO, administration, and tried to clear EE's role, lying the problem and the solution. Cooperation with Institute for Global Environmental Strategies(IGES) EE project in which the project leader was obtained, and the research representative built the research organization and deal with this study. In this meaning, this research can be called joint research with an IGES EE project. A research result can be divided roughly into three. First of all, the present condition and the subject in the Asia-Pacific region(1). Secondarily, ider the present condition and the subject of EE in Japan(2). Thirdly, identifying the present condition and the subject of EE's main actor(3). 【○!1】We investigated EE's present condition and subject of EE in 36 nations of Asia-Pacific region (it contains Japan), and suggested effective Environmental Governance for EE promotion (presentation of EE promotion strategy). Moreover, institutionalization of EE in Thailand, and the role of EE, do Indonesian NGO. 【○!2】we researched EE's issue in school, and the research on institutionalization of Kowgai Education of Japan. 【○!3】 including EE by company, analyses of EE system in high school education, etc.
