Outline of Annual Research Achievements

本研究は20世紀初頭のアメリカ合衆国における社会保障制度の形成過程とその社会的含意を、19世紀後半以降の医療思想の国際的連関の中に位置づけて考察することを目的とする。具体的にはアメリカ合衆国の社会政策の根幹を支えた医療思想が、国際赤十字運動を通じたアジア太平洋地域における国際的思想連関の中で構築された過程を分析する。平成26年度は、アメリカ合衆国メリーランド州の国立公文書館、さらにフィリピンおよび日本国内でも史料調査を実施するとともに、論文投稿・国際会議報告を積極的に実施した。
平成26年度の調査・研究は主に以下の2点を明らかにした。第一に、本研究は1922年バンコクで開催された第1回東洋赤十字会議での議論を手がかりとして、アジアにおける国際赤十字連盟の保健・衛生事業が、植民地統治体制の中に組み込まれ、第一次世界大戦後の民族自決要求の高まりの中で動揺した植民地支配を補完していく過程を明らかにした。同時期の赤十字人道主義思想が胚胎した、文明国による非文明国に対する人道援助という思考枠組は、植民地での欧米人支配者による現地人被支配者に対する恩恵的指導へと読み替えられた。1920年代のアジア諸地域において、国際赤十字運動は人道の名の下に植民地統治体制を再強化する役割を果たしたのである。第二に、本研究は主として1920年代のアメリカ赤十字社フィリピン支部の活動を分析し、人道主義思想に基づく保健事業がフィリピン植民地行政と密接に連携しながらアメリカ合衆国による同地での統治体制を補完したこと、ただし赤十字人道主義事業の円滑な遂行には現地住民の協力が不可欠であったこと、その結果フィリピンでの赤十字社の活動は、先進国アメリカ合衆国による「文明の恩恵」としての援助提供という当初の事業意図から逸脱し、フィリピン人の要望を汲み取りながら変質していったことを明らかにした。
