Research Abstract |
The purpose of this study is to compare the difference in existing material flow systems in developing countries through the behavior pattern of the citizen. In this study, field survey was carried out in Katmandu City in Nepal and in Phnom Penh City in Cambodia. Following results were obtained. 1)There are a lot of citizens in Kathmandu who regard garbage issue as very serious. On the other hand, in Phnom Penh, there are not less citizens who are not interested in the garbage issue. 2)The primary recovery person (scavengers, itinerant buyers, etc.) fulfils the role which is important for the recycling, and the citizen also gives the high evaluation for the activity of these people. 3)lt is necessary that future system should be based on existing socio-economic situation in order to keep sustainability in the future. Since diversification of labor force is thorough in Nepal, though the interest for the recycling of the citizen can be called being very high, the system assuming the direct participation of the citizen is difficult. In the meantime, it seems that the hesitation for the participation of the citizens in Phnom Penh is not as big as in Katmandu. However, as the recovery system based on the itinerant buyers is widely established at present and citizens accept this system, the future system design is desired to be based on this. 4)ln addition, it is necessary that the government is properly involved, without entrusting the market ail. As the transformation of the system is to be accompanied by economic development, appropriate involvement of the government is indispensable. A policy should be developed, by focusing on the external economy of material flow, like an appropriate utilization and recycling of materials and waste management.
