The purpose of this paper is to clarify that the method of zoning an open shelf floor with a popular library area is more reasonable and effective at public libraries. According to this method an open shelf floor is divided into two zones at public libraries. One is an "active zone", which consists of a popular library area with a children's area, a newspaper and magazines' area, and an AV materials' area. The other is a "quiet zone", which consists of other adults' book area with a reference area. The results are as follows ; 1.Some parts of <5.Technology> and <7.Arts> in NDC, what is called popular library, are placed different from the other adults' books at existing public libraries, and many people use those books more than the other except <9.Literature>. 2.Many popular libraries consist only of <59 domestic science in NDC, but recently some of them are including other number books in NDC based on some themes. Many popular libraries are near to their adults' book areas and a few are apart from them for forming an "active zone". But it is shown that there are the needs of a full popular library and of the formation of an "active zone" at public libraries. 3.According to the research of the arrangements and the compositions of "practical books" at book stores, the themes of a poular library collection are shown about home life, social life, indoor or outdoor hobby life, and that each of them consists of core books. 4.It is clarified that the method of this zoning is useful for adults' multiple use by which adults use not only books but also magazines and AV materials, and for family use by which children can read their books near by their parents reading their own books at an "active zone."
