Research Abstract |
The irrigation pond has multiple functions besides the agricultural water supply, and the use of these functions is effective to maintain the irrigation pond. In this research, the cases with multipurpose use that used multiple functions of the irrigation pond were analyzed, and the factor that such use was achieved and the effectiveness of the use were clarified. In conclusion, they are the following three points. First, the maximum factor to achieve multipurpose use for the irrigation pond is to adjust the interests between holders of agricultural water rights and new users, especially to guarantee water rights severely. The second is financial power of the local government to be enforceable of the construction for the overall repair work and multipurpose use to secure the safety of the pond because it becomes the major premise of multipurpose use for the pond. Thirdly, the effect of the irrigation ponds of the flood adjustment, was able to be pointed out from the case analysis in Aichi Prefecture about the flood control function of the irrigation ponds at the disaster of Tokai Downpour.
