Research Abstract |
1.Building Legislation Scheme on the Fusion Domain of Land Use and Environment After extracting the problems of the current system for the law on city planning and building regulation, rental housing, judicial foreclosure, landscape, urban environment, etc., the concrete legislation scheme for solving them has been built. Moreover, after analysing it applying the tools of law and economics, such as the Coase theorem, validity of it has been verified. 2.Quantitative Analysis of Legal Revision Influence by the Integrated Model on Land Use and Transportation Applying the integrated model on land Use and transportation for the Tokyo metropolitan area (1 capital, 3 prefectures and southern Ibaraki), the influence has been estimated on traffic flow, environmental impact, and urban structure, on the supposition of legal revision concerning road pricing, city planning & building regulation, and environment & landscape legislation. egulation in the business districts of Tokyo's 23 Wards will increase the work force by about 1,400,000 in the 23 wards in total by inflow from outside the area. In relation with this, the amount of automobile traffic flow increases by 5.5% in the area between Ring Road No.6 and Ring Road No.2, and 2.1% in the area within Ring Road No.2. Furthermore, after making the area within the Ring Road No.8 the fee collection area and setting up 19 zones within it, if the road pricing be introduced, which charges the unified toll of 200 on (a) the vehicles which flow from the outside of the Ring Road No.8 into the zones, or (b) the vehicles which run passing through the boundary of 19 zones in the annular direction or towards the center, and if the three ring roads outside the Ring Road No.8 be constructed, the amount of automobile traffic flow will decrease by 3% in the area between Ring Road No.6 and Ring Road No.2 and will stop at 1.2% of increase in the area within Ring Road No.2. 3.Synthetic Cost-benefit Analysis by Legal Revision FAR bonus increasing by 20% the ceiling of regulation will increase the office rent income by 491,700 million yen per year. The social loss by traffic jam will stop at 71,300 million yen per year, if road pricing be introduced, and the three ring roads outside the Ring Road No.8 be constructed. In addition, the measures of estimating social cost due to the environmental and landscape deterioration and the methodology which creates the balance sheet of the influence which legal revision brings to society have been developed. 4.Generalization of scientific methodology on legislation Based on the above result, the universal methodology applied in legislation of "hypothesis-verification" type has been developed.
