. Mr.Shinoda investigated the NPOs in governancee by people who have disabilities in the U.S. More precisely, several issues which had been studied individually were broken into patterns and their functions were identified. Ms.Hata analyzed the relation between welfare regime and the anti-poverty policy focusing on the NPOs and the NGOs in Mexico. Involvement of civic organizations in political transformation was considered. Mr.Fujii studied the relation between directions of the Third Way and NPOs. Mr. Tsubogo organized the discussion over "Strategies for maintainability" and integrated environmental policies in Germany. In addition, he had research on roles of civil actions (environmental groups, NPOs, and so on) in the process of integration of the environmental policies and other policies. Mr.Souda organized the discussion over urban redevelopment in the U.K. As well, he studied housing NPOs. Third-year studies found 1)that tensions between traditional private entities and new private bodies like NPOs differ according to countries 2)that the tensions vary according to political realms 3)that distinctions between the realms differ historically related to expected roles of the nations 4) that expectations for NPOs have been raised in every country and the corporation system as well as tax system seems to have a key to future possibilities.
