Research Abstract |
This paper aimed at clarifying political process of the negotiation between the United States of America and the Republic of Korea on the Status of Forces Agreement (SOFA). Since the conclusion in 1966, though it was partly revised in 1991 and 2001, the US-Korean SOFA is valid at present without changing the basic frame. This paper is the first one using the documents of Korearn and US government on this issue. The conclusions are as follows. Firstly, there was developing in the negotiation when the domestic politics in Korea showed a movement to democratization. Secondly, Korea could get some concessions by the US, when she left the excessive consciousness of a "Battlefield-State", and tried to be transformed into a "Economic-Battlefield-State". Thirdly, when Korea tried to overlap its own profit actively to the East Asian regional strategy of the US, the negotiation developed. Lastly, the existence of the Korean domestic law which is disadvantageous to its own people, was doing the negative function in the negotiation with the US. Under such limit, the Korean government set US-Japan SOFA as the goal in the process of the negotiations. However, it was a selective goal, in the meaning that Korean government, considering its unique situation, should excluded some of Japan-US formula.
