Research Abstract |
This study focuses on international competitions including the trade in higher education services, to examine the roles of the market, government and the quality assurance. This year, we have conducted the a survey of the higher education in Chile, which we could not carry out last year, and supplemental surveys in the UK and the USA. The summary of our findings is shown below : 1.The characteristics of education from a perspective of the market, lies in its public nature and uncertainty. In the world of corporate management and investment, uncertainty is normally regarded as something that should be avoided. ative Researchers of Surveys on the Quality Assurance of International Universities' -a series of meetings which had been organized along with this project, and to which the representative of this project attended as a member. Hence, we have analyzed in this study the institutional positions, as well as the influence of such positions to education systems in various countries. 3.As Japanese higher education market is protected by a natural barrier of the language, and also it is excess in supply at the present, the chance of overseas universities to invade the national market is small. However, trades in higher education services is at the same time a network of intercomparison, and therefore, we should try to avoid the situation where the standard of Japanese universities go unrecognized due to their detachment from this network. We have pointed out in this paper, that we could not expect higher education in Japan to be a large export industry, but the internationalization of Japanese middle-level universities would be meaningful, in a sense they allow higher education in Japan to enter this network of intercomparison.
