Research Abstract |
The main objectives of this research are, taking notice of regional comprehensive transport planning in England, France and Germany, to investigate the following points ; 1. planning process of recent public transport development projects, 2. actual state of consensus building process among related bodies in individual cases, and 3. actual state of operating the recently-introduced planning systems. Advanced cases were arranged as a basic investigation, centering on recent regional public transport development projects. Then, narrowing down the focus to several areas and issues, interview surveys were conducted to understand their realities. As for England, paying attention to the regional framework for coordinating plans and the national-level system to improve the quality of the plan and the progress of its delivery, actual state and problems of the planning system were clarified. ess of Regional Planning Guidance, Regional Transport Strategy and Multi-Modal Study and the countermeasures against them were arranged. Moreover, the actual states and the problems of Local Transport Plan (LTP) system, under which transport funding had been distributed from the central government to local authorities based on LTPs they developed, and the countermeasures taken by the government were clarified. As for France, paying attention to Plan de Deplacements Urbains (PDU : urban transport plan), the coordination process among interests of related bodies and areas was examined closely, and the realities of consensus building in places of public consultation, public inquiry and referendum, etc.were clarified. Based on that, the limits and the problems of the existing system and the consensus building technique were pointed out, and the proposed content and the actual state of operating a new planning system were clarified. The realities in the PDU in the Orleans region were clarified as a concrete example. As for Germany, land use and transport strategy of Karlsruhe region (F-Plan 2020) was investigated to clarify the characteristics of the planning system and current situation of underground installation project of tram line.
